THE CENTRAL MONITORING AND EVALUATION

The Central Monitoring and Evaluation Division is responsible for monitoring and evaluation of the progress made towards the achievement of the goals and objectives of the Malawi Health Sector as stated in its policy documents including the national development agenda documents. In addition, the Department aims at providing high quality information for evidence based decision making, planning and management in the health sector. The Department is divided into two sections;

  • Economic Analysis
  • Health Statistics

The Division is headed by a Deputy Director. The two Sections are headed by a Chief Monitoring Officer and a Chief Statistician, respectively.

Monitoring and Evaluation

  1. Provide recommendations to management/departments for necessary changes in actual programmes in order to match with government/ministry of health policies.
  2. Act as focal point for all information systems in the Ministry.
  3. Monitor and evaluate progress on health sector outcomes, outputs and use of inputs.
  4. Coordinate mid-year and annual reviews for the health sector.
  5. Support policy makers and program staff in identifying health interventions which are acceptable, affordable and effective in reducing mortaliy and morbidity. 
  1. Establish a centralised M&E within the health sector to cater for all departments and programs in order to strengthen linkages between CMED and department/programs and also harmonize the multiple parallel M&E systems within the health sector.
  2. Provide reliable information in a timely manner necessary for planning and managing health services at community, healtth facility, DHO and     national level.
  3. Provide routine and ad hoc reports to policy makers, program managers, implementing partners, donor agencies and other key stakeholders.  

Statistics Section

  1. Designing, developing and improving data collection tools for all levels of the care systems.
  2. Establish and maintain central and district level data bases and to network with other M&E/research organisations/instructions/networks and share information and lessons learnt.
  3. Linking with NSO during major surveys to ensure collection of relevant monitoring indicators.
